    Identificar los sectores con condiciones sociales y de movilidad muy desfavorables en Lima y Bogotá: una etapa previa para aplicar las encuestas del programa Modural sobre las prácticas de movilidad sostenible - Metodología y mapas

    This report was produced as part of the Modural research programme "Sustainable mobility practices in Latin American metropolises: a comparative study of Bogota (Colombia) and Lima (Peru)". Modural is an international and multidisciplinary programme funded by the ANR (National Research Agency) of France. It focuses on daily mobility practices for work or study, with an emphasis on two issues that are a challenge for the city and social inclusion: sustainable mobility and the specific situation of deprived outskirts. The programme poses a central question: what factors could foster the adoption of more sustainable modes or practices in deprived outskirts, and what would be the impediments that could limit it? This question is still topical, but the epidemic situation that has shaken the world since March 2020 has made it necessary to integrate new questions and temporarily redirect the research objectives. Indeed, the difficulties of the outskirts of the city, already acute in normal times, have been worsened by the Covid-19 crisis, which makes the study of these sectors all the more justified. In a complementary way, it is now a matter of understanding what strategies households have used to cope with their forties, and how mobility practices have changed. We are also trying to ascertain whether these reactions and adaptations are only temporary or more durable, and whether they result in greater use of active modes such as walking or cycling. To qualify these practices, their sustainability and to assess the extent to which modal shift is possible, mixed (quantitative and qualitative) surveys will be applied to a sample of households in several outer areas of the two cities. In this report we present the general methodology that has been implemented to select the areas, a three-step methodology that combines quantitative and qualitative approaches.

    Características de la movilidad diaria en el Área Metropolitana de Lima y Callao, con base en la Encuesta de viaje personal en hogares de 2012 – Un panorama en mapas

    This map collection was produced as part of the MODURAL research programme, which started in January 2020. MODURAL is an international and multidisciplinary programme funded by the ANR (French National Research Agency). It focuses on daily mobility practices in Bogotá and Lima, and highlights two issues that constitute a challenge in terms of sustainability and social inclusion: sustainable mobility and the specific situation of the people living in the outskirts. With this in mind, a first analysis of the latest available data on mobility in the Lima-Callao metropolitan region has been carried out. The data were taken from the Encuesta de Recolección de Información Básica del Transporte Urbano of 2012 (ERIBTU 2012). This source of data made it possible to characterise the mobility conditions of the inhabitants of the Peruvian capital, and more specifically the practice of the different modes of transport and the difficulties observed in the peripheral neighbourhoods. A series of indicators that can be classified in four dimensions has been calculated : (1) Characterisation of journeys, (2) Access to a mode of transport, (3) Equipment of households with means of transport, (4) Polarisation and flows. A similar report has been produced under the same programme based on the latest Bogotá Mobility Survey of 2019 (Look at here).

    The Ambivalent State: Police-Criminal Collusion at the Urban Margins

    En la literatura sobre marginalidad urbana, resalta la constatación de la existencia de lugares con mucha presencia del estado (incluyendo la violencia de los aparatos policiales), y lugares en donde el estado se echa atrás dejando que las cosas pasen, o simplemente no estando y dejándolos al abandono. Javier Auyero y Katherine Sobering van más allá de esta constatación y apuestan por intentar dar sentido a lo que llaman “el estado ambivalente”, es decir el estado que, en el mismo lugar y de forma selectiva, a veces interviene y a veces no. El resultado es no sólo una etnografía sobre la violencia en los márgenes de las ciudades, sino de hecho una etnografía sobre la colusión entre estado y actores criminales. El trabajo abre la discusión sobre la naturaleza y producción del estado y del espacio en ciudades como la nuestra.

    Urban structure and mobility conditions in the popular peripheries of Lima and Bogotá: challenges and method of analysis

    Este artículo presenta parte del trabajo realizado en el marco del programa Modural “Las prácticas de movilidad sostenible en las metrópolis de América Latina: estudio comparativo de Bogotá y Lima”, iniciado en enero de 2020. Modural es un programa internacional y plu­ridisciplinario financiado por la anr(Agencia Nacional de la Investigación de Francia). Está enfocado en estudiar las prácticas de movilidad sostenible en la situación específica de las periferias populares. El artículo tiene dos objetivos. Primero, evidenciar los patrones socio-espaciales de desigualdad de movilidad y las dificultades en las periferias en Lima y Bogotá. Segundo, presentar la metodología de selección de las zonas con mayor desventaja social y mayores dificultades de movilidad cotidiana.

    Accessibility and the ‘everyday mobility–work–household’ triad: An exploration during the COVID-19 crisis in low-income peripheries of Lima and Bogotá

    How do people make decisions on where, when, and how to commute? And how did the pandemic crisis affect their commuting patterns? Based on exploratory interviews in Lima and family chronicles collected in Bogotá during 2020; and a second round of interviews in six low-income areas in the peripheries of these two cities during 2021, this article offers a panoramic view of the changes experienced in low-income neighbourhoods and their families during these recent years of pandemic. These changes bring to light the role of intra-household arrangements regarding mobility and accessibility. We suggest that mobility and accessibility can better be understood on a more systemic level (influenced by intra-household arrangements), as a collective phenomenon (based on the household’s resources and the household’s needs), and even as a collective decision-making process.

    Migration and residence: Vulnerabilities and assets in the rental market in Metropolitan Lima

    Given that housing is a key element for security, access to resources, and the integration of migrant individuals, we inquire, concerning the rental market, about the forms of vulnerability to which they are exposed and the resources used (or not) to confront them. We present the case of Lima, the city that has received the largest number of Venezuelan migrants (1.1 million) in recent years. As an exploratory study, we conducted 37 interviews with tenants (27 Venezuelan migrants, 10 Peruvians). We analyzed the cases for each group, seeking common problems and strategies to address them. We found that Venezuelan individuals face challenges in searching for and staying in housing not only due to their restricted citizenship and employment in the informal sector, but also due to their limited access to social resources. As a result, they are more exposed to critical events and must confront them on their own. Consequently, their vulnerability is greater, and their housing tenure is always unstable.

    Más allá de los modos. La experiencia de la «movilidad sostenible» en las periferias populares de Lima

    This article discusses on the sustainability of daily mobility from the analysis of inhabitant’s practices of two popular peripheral areas of the city of Lima. It provides an analysis of experiences with the use of «sustainable» modes (walking, cycling and public transport) and «unsustainable» modes. A number of obstacles related to distance, slope or insecurity are highlighted, as well as their influence on mobility strategies and the choice of modes. The characteristics of the environment and the mobility needs in the popular peripheries do not facilitate the use of so-called «sustainable» modes, compared to «unsustainable» modes such as mototaxis, taxis or colectivos, even combis, which greatly ease the mobility of people despite constraints in terms of security and cost.
