Resumen
This article presents, in the context of the development of social tourism, the case of a program implemented by the Peruvian government that seeked to incorporate the workers into the benefits of rests and holidays. It collects the results of that experience, with which it intends to show how poorly planned programs ended up benefiting certain social groups over the others. This work helps to understand a relevant aspect of the policies carried out by the states in the 20th century, in a political and social context which was especially complicated for Latin America.
