T1 - Strategic Technology Surveillance for the Development of Quantum Technologies in Ict

N2 - Quantum technologies are transforming the field of Information and Communication Technologies (ICT), particularly in areas such as computing, communications, and cybersecurity. Within this dynamic context, technology surveillance emerges as a strategic instrument for monitoring emerging trends, identifying innovation opportunities, and informing decision-making processes. This study adopts an exploratory and descriptive methodology, integrating bibliometric and patentometric analyses to examine the evolution of quantum technologies applied to ICT. The analysis draws upon data from Web of Science (WoS), Scopus, Lens Patents, and Patentscope, processed through VOSviewer and complementary analytical tools. The findings reveal a steady increase in scientific publications and patent registrations since 2018, with prominent contributions from institutions in the United States, China, and Europe. Core areas of application include quantum computing, cryptography, and network security. Based on the empirical evidence, strategic recommendations are proposed for the Peruvian context, including the establishment of specialized technology surveillance units, the promotion of interinstitutional collaboration, increased investment in research and development, and alignment with international quantum technology agendas. These measures are intended to enhance national innovation capabilities and strengthen Peru's position within the global ecosystem of quantum technologies.
