Resumen
Peru is a country affected by frosts and cold phenomenons for centuries, nevertheless the Government did not established any project, plan or program to reduce the consequences and effects of these disasters until the year 2012 when, for the first time, the Multisectorial Program for Frosts and Cold Phenomenon was decreed. The aim of this program is to assist and protect the lives of the most vulnerable and exposed population during these kind of emergencies. However, the performance of the program is not optimal in terms of coverage and response time, due to the massive quantity of people stricken yearly. Currently, organisms such as FAO (Food and Agriculture Organization) are supporting the Peruvian Government in the implementation of public politics for disaster risk management and climate change. Consequently, an optimization model is proposed for the coverage and response time for aid distribution for frosts and cold phenomenons. This combines data mining, for determining efficiently the most critic districts of the country by using a priority clustering, and operations research in order to optimize the quantity of warehouses necessary to maximize the aid coverage and minimize the aid delivering time to the affected population.
