Resumen

This study introduces a gender equality index for country regions (GEIR) that provides a comprehensive approach for quantitatively measuring the gender equality and social progress at a sub-national level, as well as the ability of subnational governments to translate the economic growth into social progress. The main contributions of this index are the distribution of resources between women and men and the inclusion of regional differences. The GEIR includes four pillars, twelve factors and a set of indicators. This GEIR was applied to 26 regions of Peru and the results show a low level of achievement in both the development of men and women and a significant gender gap.
