Resumen

The application of the Declarations of State of Emergency (DEE) decreed by the Peruvian state as a citizen security policy is analysed. To address this case, the theory of promoting coalitions is used in order to explain the strength of the belief system of the coalition that promotes the DEE. The main findings of the research are: there is a coalition of actors promoting a core set of beliefs regarding citizen security. This coalition is the one that promotes the application of EEDs, under the idea that insecurity is a problem of internal order and that the solution is to impose an iron fist through the police and the military. The coalition’s core beliefs were reinforced by the concurrence of three factors: (a) the high perception of insecurity in the country, (b) the transfer of “security policy models” that connect with the coalition’s idea, and (c) the absence of a political counterweight to the national government’s security policies. The study is based on primary sources of information (semi-structured interviews with police officers, high-level officials and experts in the field) and secondary sources of information (journalistic sources and official reports).
