Identifying Policy Implementation Gaps to Address the Intersecting Burdens of Mental Health Problems and Adolescent Pregnancy in Peru

Despite significant policy efforts to improve sexual and reproductive health services and mental health services,Peru, like other Latin American countries, has a high prevalence of adolescent pregnancy as well as a highfrequency of mental health problems, especially among female adolescents. Through the development ofimplementation research, this project aims to identify why and how public policies designed to address the sexualand reproductive health and mental health needs of adolescent girls are achieving their goals and to validate anintervention to improve these policies. The project, which will be developed in coordination with a critical publicentity, The Roundtable for the Fight against Poverty (Mesa de Concertación Para la Lucha Contra la Pobreza -MCLCP), focused on the dialogue exchange between civil society and governmental actors to improve publicpolicies, comprises five interlinked components: 1) policy analysis, 2) analysis of adolescent expectations of healthservices, 3) analysis of the quality of care provided at sexual and reproductive and mental health services toadolescents, 4) training to health workers, and 5) transversal advocacy component to be developed with the MCLCP. The project will focus on female adolescents from the poorest poverty quintiles and includes a particularfocus on two groups of vulnerable adolescents: indigenous and Venezuelan migrants.

Objetivo General

Identify why and how public policies designed to address the SRMH and MH needs of adolescent girls are not achieving their goals.

Objetivos Especificos

EO1: To describe and evaluate the design and implementation of current interventions in Peru to preventadolescent pregnancy and integrate mental health in sexual and reproductive health policy and practice,assessing their appropriateness, intercultural approach, relevance, and level of articulation to obtain the expectedresults. EO2: To identify and describe the weaknesses, strengths, and gaps in the health services' everyday deliveryof sexual and reproductive health counselling to adolescents and to explore its articulation with mental healthservices. EO3: To test whether sexual and reproductive health and mental health providers in Peru might contribute todisparities in adolescent service provision by comparing providers´ adherence to national guidelines. EO5: To implement an intervention to test behavioural changes in providers delivering articulated sexual andreproductive health, and mental health services. EO6: To promote the uptake of the research results and propose recommendations to strengthen their designwithin a multisectoral strategy.

Resultados Directos

Cada componente tiene resultados asociados. Entre reportes y reuniones, contándose hasta 4 artículos, un policy briefs y un advocacy plan.

Resultados Indirectos

1. Fortalecimiento de capacidades del personal de salud en temas de salud sexual, reproductiva y mental, lo que puede influir en la calidad de atención en otros contextos y beneficiar a poblaciones similares. 2. Mejora de políticas públicas al identificar y promover cambios en las prácticas y enfoques de atención que puedan ser replicados en otros sectores o regiones del país. 3. Concientización y sensibilización de la comunidad y de los profesionales de la salud sobre la importancia de integrar salud mental y salud reproductiva en la atención de adolescentes. 4. Generación de datos y evidencia que pueden ser utilizados para futuras investigaciones o para adaptar políticas en otros ámbitos de salud adolescente.
