The low rate of ratifications of the ILO Conventions on Social Security alerts us to the need for a better model, even if only doctrinal, around which to focus national efforts on convergence in the development of a minimum core of benefits based on the fundamentals. The time has come to get started, taking into account the change in perception of this issue from the perspective of international economic competition, as both the World Trade Organisation and a significant number of high-level Free Trade Agreements (FTAs) have incorporated minimum labour and social security standards as essential elements of fair competition in trade.
