Parques patrimoniales del agua entre núcleos periurbanos. Huacas e intersticiales productivas hacia una figura de protección y desarrollo agrícola

Resumen

The territory of Lima, structured around three heritage valleys within a naturally desert region, reveals an ancestral worldview that enabled the expansion of fertile land from the inter-Andean valleys by an understanding of nature, sacredness, and agricultural production as closely interrelated factors. This ancestral system materialized in a network of huacas—monumental architecture that functioned as macro and micro-scale spatial organizers. Today, unregulated urban growth has fragmented this system, compromising not only the city’s remaining food sources, but also the memory and cultural identity embedded in the territory. In response to this scenario, the heritage park as a planning figure positions heritage as a resource, grounded in the revaluation of culture and the tangible and intangible traces of a territory as active assets for development. Accordingly, this research aims to highlight the strategic role of huacas as nodes between urban and agricultural systems. Drawing from international experiences such as the Llobregat Agrarian Park and the Huerta Plan of Valencia, as well as the territorial analysis of the U-shaped temples of Cardal and Manchay in the lower Lurín River Valley, this study seeks to extrapolate planning criteria capable of integrating Lima’s remaining productive matrices, heritage, and memory into a public-use agricultural development model.

El territorio de Lima, estructurado por tres valles patrimoniales sobre un área naturalmente desértica, revela una cosmovisión ancestral que permitió la expansión de suelo fértil desde los valles interandinos, a partir del entendimiento de la naturaleza, la sacralidad y la producción agrícola como factores estrechamente integrados. Este sistema ancestral se materializó en una red de huacas como arquitecturas monumentales y macro- y microordenadoras territoriales. Hoy, el crecimiento urbano no planificado de la ciudad ha fragmentado este sistema, afectando no solo las últimas fuentes de alimentos de la ciudad, sino también la memoria e identidad cultural antes legible en su territorio. Frente a este escenario, el parque patrimonial, como figura de planificación, apuesta por el patrimonio como un recurso, teniendo como fundamento la valorización de la cultura y de las huellas tangibles e intangibles como activos para estimular el desarrollo territorial. Esta investigación tiene como objetivo resaltar la posición estratégica de las huacas como nodos entre lo urbano y lo agrícola. Partiendo del análisis de experiencias internacionales como el Parque Agrario de Llobregat y el Plan Huerta de Valencia, así como del análisis territorial de los templos en forma de U de Cardal y Manchay, en el valle bajo del río Lurín, el estudio busca extrapolar criterios de ordenamiento territorial capaces de integrar en un modelo público de desarrollo agrario las matrices productivas de la ciudad, el patrimonio y la memoria que aún persisten en Lima.
