Methodological Framework for Characterizing Startups in Publicly Supported Incubation Ecosystems

This paper presents a structured framework for the characterization of startups supported by publicly funded incubation programs. The methodology is based on five dimensions-startup profile, incubator characteristics, sectoral alignment, performance, and impact-each defined through specific indicators. Drawing on qualitative methods and secondary data from 800 ventures supported by a national seed funding initiative, the study analyzes patterns in innovation type, team structure, market orientation, and incubation outcomes. Results show a predominance of incremental, non-technological innovations and highlight the role of university-affiliated incubators in shaping early-stage development. The framework enables systematic evaluation of incubation programs and informs policy decisions related to resource allocation, sectoral specialization, and impact assessment. Its applicability across innovation ecosystems makes it a practical tool for both program administrators and researchers. Further validation with primary data is recommended to strengthen its operational use.
