Resumen

The objective of this investigation is to analyze the reasons why the State Procurement Supervisory Body (OSCE) excludes expiration from being applied to sanctioning procedures that are conducted in the field of public procurement. For this, the foundations, principles and regulation of the common regime enshrined in the Single Ordered Text of the General Administrative Procedure Law will be reviewed to define whether or not expiration can operate in sanctioning administrative areas regulated by special legislation.
