Evaluating Accessibility of Public Health Platforms in Perú: A Case Study of MINSA and EsSalud

Abstract

This study evaluates the accessibility of the web platforms provided by the Peruvian Ministry of Health (MINSA) and EsSalud, a social security health service under the Ministry of Labor and Employment Promotion of Perú. Accessibility is a key factor in ensuring inclusive, user-friendly interfaces, especially for people with disabilities. The research identifies the current accessibility levels of these platforms and compares them with the recommendations of the World Wide Web Consortium (W3C) in the Web Content Accessibility Guidelines (WCAG) 2.0, level AA compliance. Utilizing a combination of automated tools and systematic reviews, the paper highlights gaps in accessibility implementation and provides recommendations for improvement. Key findings indicate the absence of critical accessibility features, leading to social exclusion and difficulty navigating public services. The study outlines actionable recommendations aligned with international best practices to bridge the accessibility gap and foster inclusive digital governance.
