    Salience, Self-Salience, and Discursive Opportunities

    Peruvian electoral campaigning, centered on the candidate and lacking a significant connection with contention politics occurring in years previous to the poll, is a very diverse exercise, trying to achieve success through a variety of actions while facing a common-sense interpretation of politics as unreliable and not trustworthy. This fixes an agenda from which candidates have to develop their campaigns, focused on convincing others of their commitment to specific groups and willingness to change whatever does not directly affect each specific constituency that is being appealed to for voting. This behavior is replicated even in Facebook, where candidates try to fix their own issues as salient, but usually failing to respond to the media-set agenda. The potential effectiveness of social media, particularly Facebook, would rest in using discursive opportunities emerging during the campaign to construct self-salience, countering the biases of conventional media.

    Digital Inclusion Across the Americas and Caribbean

    This research brings together digital inequality scholars from across the Americas and Caribbean to examine efforts to tackle digital inequality in Uruguay, Chile, Peru, Brazil, Mexico, Cuba, Jamaica, the United States, and Canada. As the case studies show, governmental policy has an important role to play in reducing digital disparities, particularly for potential users in rural or remote areas, as well as populations with great economic disparities. We find that public policy can effectively reduce access gaps when it combines the trifecta of network, device, and skill provision, especially through educational institutions. We also note, that urban populations have benefitted from digital inclusion strategies to a greater degree. This underscores that, no matter the national context, rural-urban digital inequality (and often associated economic inequality) is resistant to change. Even when access is provided, potential users may not find it affordable, lack skills, and/or see no benefit in adoption. We see the greatest potential for future digital inclusion in two related approaches: 1) initiatives that connect with hard-to-reach, remote, and rural communities outside urban cores and 2) initiatives that learn from communities about how best to provide digital resources while respecting their diversely situated contexts, while meeting social, economic and political needs.

    Esta edição resulta dos debates, troca de ideias e investigações sobre as condições e políticas de difusão da produção científica em Comunicação e dos temas que lhes estão associados, tais como, os critérios para indexação de revistas, os sistemas de métricas de avaliação de impacto, os critérios e as hierarquias na circulação do conhecimento produzido, a importância do acesso aberto e a divulgação do conhecimento nos diferentes idiomas – Português, Espanhol e Inglês –, no espaço ibero-americano. Debates, durante mais de seis anos, proporcionados pelo Fórum de Publicações e Difusão de Conhecimento Científico da Confederação Ibero-Americana das Associações Científicas e Acadêmicas de Comunicação (Confibercom).Intitulada Revistas Científicas de Comunicação Ibero-Americanas na Política de Divulgação do Conhecimento: Tendências, Limitações e os Desafios de Novas Estratégias, a obra reúne a contribuição de autores portugueses, espanhóis e latino-americanos, que além de analisarem aspetos cruciais dos mecanismos operativos internacionais de divulgação científica, apontam caminhos para romper barreiras e possibilitar uma maior democratização do conhecimento científico Ibero-Americano de Comunicação entre os seus próprios países e no mundo. Os 14 autores, aqui reunidos, preocupam-se em ecoar, na sociedade como um todo, as muitas vozes da América Latina e dos restantes países de línguas portuguesa, galega, catalã e espanhola que têm muito a dizer ao mundo todo por meio da investigação em Comunicação.

    En los últimos años, es común contemplar manifestaciones políticas que parecen existir de manera exclusiva, o al menos fundamental, en el ciberespacio –el nombre que le damos a los intercambios en medios digitales que funcionan gracias a Internet–. Estas formas de activismo, que van desde lo más general, como movimientos sociales de alcance global alrededor de causas específicas, hasta respuestas puntuales a cuestiones del momento, comparten características no solo técnicas, sino también sociopolíticas. Entender estas formas específicas de activismo resulta crítico para acercarnos a una comprensión integrada de la relación entre comunicación digital y política y, finalmente, de la relación entre lo digital y nuestras sociedades.

    The Latin American Critical Tradition of Communication Research and the Early Years of Participation in IAMCR, 1960–1990

    In this chapter, the late Rafael Roncagliolo, together with Eduardo Villanueva-Mansilla, reflect on the early years of engagement with communication research in Peru and Latin America and scholarly connections with IAMCR and UNESCO. Among many contributions, the chapter highlights the influence of the semiotic tradition, the treatment of media as a force for social advancement, and an emphasis on political activism during times of political and social upheavals in the region, and how this influenced the New World Information and Communication Order (NWICO) process taking place at the time in UNESCO.

    Cosmopolitanismo y nativismo en los medios sociales: la posibilidad de acción conectiva como sustento de la comunicación política

    Este artículo explora la transformación de la política en el entorno digital, producto de la aparición de un sistema mediático distinto y competitivo con el sistema mediático masivo en el que se formó la comunicación contemporánea. Los medios sociales son fundamentalmente diferentes a los medios masivos, y su relación directa con el conflicto político contemporáneo entre cosmopolitanismo y nativismo se refleja en la diversidad, oposicionalidad y conflictividad de discursos políticos sin vocación ni posibilidad de diálogo en dichos medios sociales. La acción conectiva, entendida como la forma en la cual el conjunto de acciones individualmente motivadas confluyen en un aparente discurso colectivo que se limita al entorno digital, es el elemento común a muchas movilizaciones contemporáneas, y ha sido aprovechada hábilmente por actores políticos y sociales para el logro de sus fines. Se postula que el eje de conflicto discursivo cosmopolitanismo/nativismo es el principal motivador y potenciador de la acción conectiva.

    5G Common Threads and Challenges in Emerging Economies: The Cases of Indonesia and Peru

    Some decades on after the MacBride Many Voices, One World report (1980) and the Maitland Missing Link report (1985), global telecommunications have only gained in importance, yet are still fissured by global inequalities. This situation is evident in one of the major developments underway in recent years: 5G mobile technologies. 5G is highly significant for present and future communication—and well advanced in its deployment and adoption. However, the dominant ways in which 5G has been imagined, planned, and deployed have been significantly shaped by interests and geopolitical forces that exclude many countries, and many of the putative beneficiaries of the emergent technology. To shed light on this impasse, in this paper, we offer a comparative analysis of policy and technology realities in two distinct countries that have been relatively overlooked in 5G: Peru and Indonesia. What we find is that national policies are premised on a shared interest and shared benefits, however, at this crucial point in deployment the outcomes are remote for the majority of citizens, especially in ways that matter for daily lives. In both these countries, 5G provides benefits for the small groups who can access and afford it, with others groups in position to be able to come online in the near future—as it provides opportunities for investments, fees, and penalties. However, for large segments of the populations, 5G, the prospects of connectivity, and the emerging digital economy are a long way off.
